My Project, My NEDP – Mipui Mamawh Inṭawm Ruahmanna (MiMIR)
The New Economic Development Policy (NEDP) has been prepared with proper vision and well defined guiding principles so that development programme undertaken in the State will be accommodative of the culture, tradition and lifestyle of the Mizo people, and be holistic, inclusive and provide long term sustainability for the State’s Economy. ‘My Project, My NEDP – Mipui Mamawh Inṭawm Ruahmanna (MiMIR)’ is a new initiative undertaken in line with the principles of this Policy.
a) My Project, My NEDP – MiMIR is intended to enable public participation in the formulation of one major developmental project of common public utility in each District.
b) Under MiMIR, there is a total provision of Rs.8.00 crores, with Rs.1.00 crore for one project within each of the 8 Districts of Mizoram.
c) Project proposals will be selected through an open and fair competition.
Project Timeline
The open competition for MiMIR is to be conducted from June-August, 2018 and sanction of fund is to be finalised by September, 2018. Project Concept Papers are to be submitted to the proper authority before 16th July, 2018.
Project Submission:
a) Project Concept Paper will be submitted through a Joint Committee formed by the Local/Village Council with 2 members each from the following local voluntary organisations – Young Mizo Association, Mizoram Upa Pawl and Mizoram Hmeichhe Insuihkhawm Pawl.
b) Projects will not be accepted directly from individuals; any person wishing to enter their project in the competition may do so by submitting to the Joint Committee.
Project Preparation/Submission:
a) The Joint Committee under the guidance of the Local/Village Council will submit Project Concept Paper based on the prescribed MiMIR Format.
b) The project is to be prepared for a town/village/locality within the District for a cost of not more than Rs.1.00 crore; the project should be greatly beneficial for the town/village/locality.
c) The Project should not include multiple small projects but should be one large project/public infrastructure asset that provides common public utility to the local community.
d) All the members of the Joint Committee must be a signatory to the submitted Project Concept Paper for it to be acceptable.
e) Project Concept Paper is to be submitted to the Sub-Divisional Officer (Sadar) for respective District.
Project Examination/Selection:
a) Projects will be examined by the MiMIR Committee formed for each District. Each District MiMIR Committee will have the following composition :-
Chairman : Deputy Commissioner.
Member Secretary : SDO (Sadar).
Members : (i) Engineering Department (PWD, P&E, PHE) aiawh mi pakhat ṭheuh.
(ii) District Research Officer (Economics & Statistics.
(iii) DUDO (UD&PA).
(iv) DLAO (LAD)
(v) DRDO (RD)
(vi) DFO (EF&CC)
(vii) SDEO (School Education)
(viii) 3 Prominent citizens from within the District. They will be selected by the Member Secretary.
b) The submitted Project Concept Papers will be examined by the concerned District MiMIR Committee who will shortlist the top 20 projects.
Representatives from the Joint Committee whose submission is among the 20 shortlisted projects will give a presentation on the project in front of the District MiMIR Committee.
c) District MiMIR Committee will select one Project which they judge to be the best for their District. On informing of the winner to Planning & Programme Implementation Department, Govt. of Mizoram, Rs. 1.00 crore will be sanctioned for the District through the State Department with the most relevance to the winning Project.
d) Project selection Criteria:-
(i) The project should be for creation of community asset with the greatest common public utility.
(ii) Priority will be given to single large infrastructural projects instead of projects with multiple small components.
(iii) The project should be able to bring about considerable development to the locality.
(iv) Projects that will generate sustainable employment will be given greater weightage.
(v) Land requirement for the project, if any, must already be available. Purchase of land from MiMIR fund or by the Government is not acceptable.
(vi) The project should not create recurring cost for the Government.
(vii) Importance will be given to innovative project.
